THEY are digging up St George’s Square again.
Walking down Railway Street into the square yesterday, by the first bus shelter they have dug a hole in the nearly new anti-slip pavement surface.
Further down at the next shelter was a man with a jack-hammer almost lost down the hole digging under the shelter corner post, broken paving slabs around him. Does the council have an explanation? These are not the first holes to be dug since completion. Who is paying for this lot? The technological achievement that took the original Iron Dome concept from the drawing board to a deployable multi-tested anti- missile system is remarkable – the latest in the impressive collection of feathers in the caps of Israel’s innovative scientists and defense industries.
Within a few months, batteries of anti-missile missiles are to be positioned in vulnerable Gaza-vicinity communities to protect them against indiscriminate rocketry fired from the Hamas bastion. The various towns are already competing hard to make sure they will be adequately covered.
That said, nobody promises that the Iron Dome will offer absolute protection. Even what is touted may well be beyond the system’s practical capabilities. Earlier in the week, it passed its final operational tests with flying colors, but real life is a whole other opera (as Israelis may remember from the disappointing performance, to put it mildly, of the Patriots in the First Gulf War).
Deputy Defense Minister Matan Vilna’i candidly admits that the Iron Dome cannot intercept all Gazan rockets and that Israeli communities will remain menaced. Nevertheless he is confident that 80 percent of incoming projectiles can be foiled. But can they?
Even the optimistic Vilna’i notes that Iron Dome cannot be deployed everywhere and would have to be installed according to “operational requirements.” The Kassams and assorted primitive hardware, however, are highly maneuverable, and there can be scant intelligence as to when someone will fire them or from where.
Hence, unless every inch of the western Negev is covered 24/7, it’s unrealistic to expect even an 80% success rate. For how can even the most learned assessments keep up with roving Kassam crews?
Adding to the complexity is the fact that some of the communities under Kassam threat are too close to the borderline for sufficient warning time. The Iron Dome system requires 15 seconds to identify an incoming Kassam. But incoming rockets can (and have in the past) hit their targets after being airborne for shorter durations. The Iron Dome, furthermore, doesn’t offer protection against mortars.
Last but not least, there’s the sticky issue of footing the bill. The popular mantra is that no price is too high to save lives, which – considered strictly on the moral plane – is indisputable. Keep in mind, though, that it costs next to nothing to manufacture a Kassam and that Hamas may have many scores of thousands of crude rockets stored in its arsenals

Buying a country house demands commitment, particularly in a steadying market, say rental agents.
And while keen buyers may not imagine themselves spending large sums of “dead money” on rent, there are plenty of takers for upmarket lets.
“The renting of property seems to have found a place again in our hearts and minds,” said Sarah Hawnt of Fisher German’s Evesham office.
First time buyers, of course, are resorted to renting through miserable lack of choice. The lucky ones don’t yet want roots but many are simply waiting for homes to be affordable.
More surprising is the uptake of premier property rentals by higher earners.
“This summer we have had an influx of large rural properties to let which have attracted interest from city high flyers and West Midlands businessmen and professionals looking for a rural retreat without the commitment and responsibility of having to buy and maintain the property.”
Often, these top drawer tenants want an instant packagesomewhere for the family and a respectable place for entertaining clinets.

Council makes decision to retain Birkenhead Town Hall

THE historic Birkenhead town hall will not be sold and is to be retained for council use – for the time being.
The authority had marketed the town hall – even creating a website for the listed building – but says market conditions have put a halt to the plans.
The town hall had been declared a surplus asset as part of the council’s review of its buildings as it attempts to cut costs, and it had been hoped a private buyer could be found.
One bidder – The Hamilton Partnership (THP) which includes former Scaffold member John Gorman – had hoped to use the building to create The John Peel Centre for community use, innovation and the creative arts.
But the future of the building was eventually decided by a pounds 1.3m repair bill, and a request by THP to grant it a three-year lease at a peppercorn rent to test the feasibility of the project with an option for a further long-term lease.
Deputy leader of the council Simon Holbrook said they had considered a number of options for the building, including mothballing it until the market picks up, leasing it to THP as they requested or finding a use for it for council workers.
He said: “Mothballing it is not a good option in terms of the message it sends out about Birkenhead town centre. Leasing the building was an option that carried too much risk for the council.”
Instead the authority has now decided to retain the building for the forseeable future to accommodate its workers as the council cuts back on its office space across the borough.
However, this option will also allow THP to use part of the building while it remains in use by the council.
However, Cllr Holbrook said the building “does not feature in the long term plans” of the council and this option was effectively a compromise, allowing them to make the best use they can of the building for the next few years
